openai/gpt-4o extractions carry high-severity row_shift findings at 41.18 per 1k vs 1.35-3.04 for gemini-2.5-flash across the same 20 elections (21 of 510 counted rows). A row shift preserves every arithmetic total, so accounting validation cannot detect it. See issue #124.Ballot accounting
