Why
high-severity row_shift finding. A ballot-line shift preserves every arithmetic total (party sum, valid+rejected=cast), so accounting validation cannot detect it and these rows were passing as approved/verified. Screen finding: Vote pattern fits a one-line ballot shift (L1 1.85 → 0.85 when shifted down). See issue #124.Ballot accounting
